The FBI must have run out of backroom vacuum shop dwellers to frame for kidnapping a Governor. Or maybe the FBI just got tired of marching with the Patriot Front. Or maybe the FBI have now scared all of those God-fearing parents (aka Domestic Terrorists) from attending school board meetings.
